Add new BashCompSubdirsInDir annotation

This first `cd` to a specified directory, then
lists the subdirectories therein with `_filedir -d`.

This can be used by e.g. `hugo --theme=[Tab][Tab]`, which would
give a list of subdirectories under the `themes` directory.
